The Old Tunnel Meeting House was leased by Lynn as a town hall and served as Lynn's center of government from 1682 until 1806.The Grand Army of the Republic (G.A.R.) would serve as a meeting place for Lynn's Civil War veterans. Members would donate books to the G.A.R. library for admission to the beans and frank suppers.

The Y.M.C.A. would rent space to a new department store, T.W. Grant Co. on the first floor. The top floor served as meeting rooms, one housed the Lynn Library. The library would eventually move its many volumes to a room in the new City Hall in 1868.
